I just don’t understand how a county as large as this one, and with the problem it has with the dumping of dogs and other animals; yet there is no rescue center – why?

There’s a prison nearby, why not allow them to help with the care and training of these throw aways?

In one small town I lived near, they allow their high school seniors to earn extra credits if they volunteered their time at the animal rescue, or retirement center.
