Federal Lawsuit Alleges Excessive Force at Atoka County Jail

A federal civil rights lawsuit filed against the current and former sheriff, jail administrative staff, and medical contractors alleges that an inmate suffered a 'permanent or near-permanent loss of useful vision' in one eye after being shot with a pepperball launcher at close range inside a housing pod.

The lawsuit, filed by Cody D. Leeper in the U.S. District Court for the Eastern District of Oklahoma, alleges excessive force and deliberate indifference to serious medical needs.

The litigation stems from an April 13, 2024, incident at the Atoka County Jail. According to the complaint, Leeper suffered severe bluntforce trauma and chemical exposure when a pepperball launcher was deployed at close range inside a housing unit.
