Formal felony charges have been filed in Atoka County District Court against four individuals following an extensive multi-agency investigation into the alleged neglect and mistreatment of an adult dependent.
Court records indicate that charges of Abuse and Neglect by Caretaker, a Class B Felony, have been filed against Veronica Roy, Franklin Lee Cuthbertson, Justin Jennings, and Dustin Noland.
The investigation began in May 2025 when Adult Protective Services (APS) received a tip regarding the welfare of a 37-yearold disabled female residing at a home on South Crystal Cemetery Road. A concerned adult in the household alerted authorities to safety and health concerns, prompting a joint response by APS officers, local law enforcement, and the Choctaw Nation Lighthorse.
