An early morning traffic stop for a vehicle without taillights led to the arrest of a man for multiple offenses, including driving under the influence, no driver's license, no insurance, and possession of a fake temporary tag.
According to a report by Atoka Police Officer Drake Smith, the incident occurred on May 8th, 2025, at approximately 2:20 AM. Officer Smith was on routine patrol near Highway 69 and the Old CFI yard when he observed a vehicle traveling northbound on Highway 69 without taillights.
The officer activated his emergency lights and initiated a traffic stop after observing the vehicle repeatedly swerving towards the center lane and having no visible license plate.
The vehicle initially failed to acknowledge the officer behind it, even stopping at the Highway 69 and Redbud traffic light. After the light changed, the driver activated his emergency flashers and taillights and pulled into the parking lot of Pilot. Officer Smith approached the driver, identified as Isaias Bletran-Rivera. Due to a language barrier, Officer Smith used a translator app on his phone to communicate. Bletran-Rivera reportedly stated he did not have a driver's license or insurance and did not have his passport either.
While speaking with the driver, Officer Smith observed an open Modelo beer bottle with gold tinfoil around the neck sticking out of the center console.
Bletran-Rivera was asked to step out of the vehicle and was placed under arrest. A search of the vehicle's center console revealed a second, unopened Modelo beer bottle. Officers also found three bottle caps on the passenger floorboard and an empty Modelo bottle in the rear passenger floorboard.
Attempts to locate vehicle registration and insurance through a mobile terminal were unsuccessful, yielding only an expired Illinois status with a matching VIN. A Texas temporary tag found in the trunk with a matching VIN was determined to be fake based on Officer Smith's training and experience.
Bletran-Rivera admitted to drinking two beers. Officer Smith attempted to conduct Standardized Field Sobriety Tests (SFSTs), starting with the Horizontal Gaze Nystagmus (HGN) test, which showed signs of impairment. Due to the language barrier, the other SFSTs could not be adequately explained.
Officer Smith then used Google Translate to read the Oklahoma Implied Consent Test to Bletran-Rivera, who consented to a blood test.
He was transported to the Atoka County Medical Center for a blood draw and subsequently booked into the Atoka County Jail on charges including driving under the influence, no driver's license, no insurance, no taillights, and possession of a fictitious temporary tag.
